Roles of Concerned Parties

As a preventive and deterrent measure, the school drug testing component of the Healthy School Programme aims to enhance the resolve of students who have not taken any drugs to continue to stay away from drugs, and triggering the motivation of those abusing drugs (especially students in the early stage of drug abuse) to quit drugs and seek help. Different parties should work together to co-ordinate the implementation of school drug testing (the Scheme).


School Drug Testing Team (SDT Team)

A team from the partnering non-governmental organisation (NGO) shall consist of Assistant Social Work Officer and Registered Nurse/Technician. The SDT Team will visit each of the participating schools to collect hair or urine specimens for drug testing.


Project manager

A registered social worker of the designated NGO assigned to supervise the SDT team and co-ordinate with the relevant Counselling Centre for Psychotropic Substance Abusers (CCPSA), school social workers and school principals/teachers of participating schools on the provision of the various activities and services set out in this Protocol.


School principal

The school principal of participating school is responsible for supervising the running of the Scheme at school and providing the school’s support for the participating and identified students.


School Project Assistant (SPA)

A staff of the participating schools will be assigned as school project assistant to liaise with the SDT Team. A SPA will support the school principal in dealing with issues relating to drug testing.


Counselling Centre for Psychotropic Substance Abusers (CCPSA)(Note 1)

The relevant CCPSA is responsible for assessing the identified student’s needs, and for the provision of suitable counselling, treatment and rehabilitation services, including the participation in a multi-disciplinary case conference, where necessary, to contribute in formulating an effective support programme for the identified student.


Note 1: CCPSA funded by the Social Welfare Department will provide counselling services, preventive education and supports to schools, including those not joining the Scheme and those referred by the Scheme.
