ACAN 60th Anniversary – Colouring and Drawing Competition


About the Competition

In commemoration of the 60th anniversary of the Action Committee Against Narcotics (ACAN), the Narcotics Division of the Security Bureau, in collaboration with the ACAN, will launch the "ACAN 60th Anniversary – Colouring and Drawing Competition" under the theme of "Celebrating 60 Years of Unwavering Anti-drug Efforts: Stride Towards a Drug-free Hong Kong". The competition aims to enhance drug awareness among children and the youth, encouraging them to creatively express their determination to combat drug abuse. Participants will have the opportunity to showcase their artistic talents while deepening their understanding of drug harms. Let’s stand firm, knock drugs out!

Purposes of collection: The personal data you provide will be used for processing your application and correspondences in relation to the competition. Personal data provided in the application form will be deleted 90 days after any follow-up action has been completed.

Transfer of personal data: For the purposes of collection mentioned above, the personal data you provide may be disclosed to any other Government departments, organisations and service contractors that are directly involved in this competition.

Submission Specifications

Primary School Category: Colouring Competition

Specification of Entries

  • Participants must fill the coloring sheet provided by the organiser or add in other elements on the coloring sheet based on the theme to promote anti-drug messages.
  • The coloring sheet can be downloaded from the website, or use the back of the promotional leaflet for colouring. The paper size should be A4 or no larger than 24cm x 33cm, and must not exceed the boundaries of the coloring sheet or cover the original design.
  • There is no restriction on the tools and materials used, which can include colored pencils, crayons, oil pastels, watercolors, gouache, acrylics, etc.
  • Each participant can only submit one piece of artwork, and the same piece of artwork can only be submitted once.
  • Once the drawing is submitted, it cannot be modified, replaced or returned.

Secondary School Category: Drawing Competition

Specification of Entries

  • Participants should create their artwork on A4 size paper or paper no larger than 24cm x 33cm (thick A4 paper), or on the back of the promotional leaflet, with horizontal orientation only.
  • The artwork should be inspired by the theme of this event, promoting anti-drug messages and featuring anti-drug ambassadors, “Agent Don’t” and “Agent Hope”.
  • There is no restriction on the tools and materials used, which can include colored pencils, crayons, oil pastels, watercolors, gouache, acrylics, etc. However, photos or computer-generated images are not accepted.
  • Each participant can only submit one piece of artwork, and the same piece of artwork can only be submitted once.
  • Once the drawing is submitted, it cannot be modified, replaced or returned.

Terms and Conditions

  1. Participants of the “ACAN 60th Anniversary – Colouring and Drawing Competition” (hereafter referred to as the “Event”) must be primary or secondary school students in Hong Kong during the 2024-2025 academic year.
  2. Each entry should have only one author and collective works will not be accepted.
  3. The entry must comply with the theme of this Event. It should not contain any obscene, violent, pornographic, defamatory, objectionable, insulting elements or any controversial and inappropriate content.
  4. The entry must not contain any commercial or political elements.
  5. The entry must not contain elements that are contrary to the interests of national security or violate the laws of Hong Kong (including but not limited to Hong Kong National Security Law).
  6. The entry must be original and must not infringe on the rights of any third parties (including intellectual property rights, confidentiality rights or privacy rights). If there is any violation, the participant’s eligibility for participation or winning will be disqualified. If the entry violates any laws, the participant shall be solely responsible for any legal liability, and the organiser shall not be held responsible.
  7. The organiser reserves the right to reject any inappropriate entries, entries unrelated to the competition theme or entries with incorrect formats.
  8. Participants must obtain consent from their parents or guardians to register and submit their entries through their parents or guardians.
  9. Participants (including the participants’ parents and teachers) must understand and agree to the rules and regulations of this competition. If a participant violates any of the competition rules, the organiser and the judging committee have the right to disqualify the participant.
  10. The organiser reserves the final interpretation rights of the overall rules and regulations of the competition. If there is any dispute related to this event, the organiser’s decision shall be final and binding, and no one shall object to it.
  11. Participants are responsible for all expenses in relation to their participation in the Event. For the avoidance of doubt, the organiser will not make any compensations or payments to participants due to their withdrawal or disqualification.
  12. The organiser reserves the final right to utilise the competition entries, and has the right to select entries for public exhibition, in addition to the authority to display or publish them on the organiser’s website and other media platforms.

Award:

Primary Group - Colouring Competition

  1. Divided into Junior Primary and Senior Primary categories, each category will have one champion, one 1st Runner-up, one 2nd Runner-up, and three merit awards
  2. Prize for the Highest Participation Primary School

Secondary Group - Drawing Competition

  1. Divided into Junior Secondary and Senior Secondary categories, each category will have one champion, one 1st Runner-up, one 2nd Runner-up, and three merit awards
  2. Prize for the Highest Participation Secondary School

Prizes:


Champion: HKD 1,000 cash prize and a trophy

1st Runner-Up: HKD 700 cash prize and a trophy

2nd Runner-Up: HKD 500 cash prize and a trophy

Merit Awards: HKD 300 cash prize and a trophy

The Highest Participation Schools will receive a trophy.

All participants will receive an e-certificate. The winning entries of the competition may be adopted as the designs of the ACAN 60th Anniversary special stamps.



Award Ceremony and Exhibition:

The award ceremony is tentatively scheduled for February 2025, at the Hong Kong Jockey Club Drug InfoCentre. The winning entries may be showcased to the public after the ceremony.
