To disseminate anti-drug message in the border area. A website illustrating the harms of drug abuse will be set up and promotion of which will be done in Lok Ma Chau. Social workers and peer educators will station in the area to provide counselling service to high-risk youths.

To provide vocational training for high-risk youths and young rehabilitated abusers. Participants will join a business starter programme, the content of which includes the operation of flea market stalls and cafes.

To organise a residential programme for 14 to 20-year-old young males who come from broken families, and are school drop out and unemployed. Vocational training will also be provided for the participants.
Psychiatric Bridging Services to Methadone Users
Project Approved in 2004
To enhance psychiatric service for drug abusers undergoing the Methadone Treatment Programme, and to provide specialised in-patient detoxification service for those who have failed to rehabilitate through out-patient service. An outreaching team will be formed and seminars for frontline staff will also be organised.
A Supplementary Drug Abuse Monitoring System

To establish a monitoring system to complement the existing Central Registry of Drug Abuse (CRDA) in monitoring the trend and pattern of drug abuse among the local population. The supplementary system consists of 3 components, namely, the centralisation of drug abuse statistics, collection of qualitative data and examination of the CRDA report. An expert panel will be formed for data analysis.

Project Snowball – An Initiative to Combat Drug Abuse Among unattached High-risk Youths

To target at high-risk youths, especially occasional drug abusers. Peer instructors will be recruited to serve as "Big Brothers/Sisters". Outreaching services and job referrals will be provided.
