To establish a cyber information system, cyber play station and counselling services and to organise outreach preventive education and publicity activities on weekends/public holiday evenings targeting youth going to discos in Tsuen Wan, Yuen Long, Tuen Mun and KCR stations. Individual counselling and referral will also be provided to substance abusers.

To establish a mobile team of staff to conduct anti-drug education and counselling services to disco goers on Friday, Saturday and Sunday nights in NT East, Hong Kong Island and Kowloon. A series of activities such as anti-drug talks, workshops and exhibitions will be conducted in selected companies and the Institute of Vocational Education.

To organise a series of activities targeting high-risk youth and occasional drug abusers in North and Tai Po districts. Activities include dance training and adventure-based training. A mobile resource centre will be set up at rave party venues, discos etc to distribute promotional materials on harmful effects of drugs.
